When was the Department of Basic Education formed?

In 2008 and 2009, there were a number of structural changes to the education and training landscape. 

  • The Department of Education was divided into the Department of Basic Education (DBE) and the Department of Higher Education and Training (DHET), and a Minister appointed for each department. 
  • The SAQA Act fell away and SAQA was reestablished under the National Qualifications Framework (NQF) Act. 
  • The NQF was expanded from 8 levels to 10 levels.
  • 3 Quality Councils were established, each responsible for a sub-framework of the NQF.
  • The Council for Higher Education (CHE) is responsible for the Higher Education sub-framework - the HEQSF.
  • Umalusi is the Quality Council for General & Further Education and the sub-framework - the GFETQSF.
  • The Quality Council for Trades and Occupations (QCTO) is responsible for the occupational and trade qualifications sub-framework OQSF.
