85 SENIOR COMMUNICATION OFFICERS (SCO) & ASSISTANT DIRECTORS TRAINING

18 – 21 SEPTEMBER 2012, FREE STATE PROVINCE -

 

1.         ABOUT GOVERNMENT COMMUNICATION AND INFORMATION SYSTEM

1.1       Government Communication and Information System (GCIS) is a national government communication agency established in 1998. It provides strategic leadership and coordinates the government-wide communication system to ensure that the public is informed about government’s policies, programmes and plans.

1.2       In doing this, it promotes coherence, coordination and integration across the three spheres of the government communication system with respect to integrated campaigns, message, emphasis on interactive communication and the identification of communication programmes.

1.3       The Chief Directorate: Training and Development aims to professionalise

Government communications through identifying, coordinating and implementing effective training programmes.

2.         REQUIREMENTS

2.1       GCIS is inviting reputable service providers who have unquestionable track records in training and development to facilitate a training session aimed at enhancing the skills of 85 Senior Communication Officers and Assistant Directors based throughout South Africa.

 

2.2       The training is meant to produce a government communicator:

  1. improve writing of articles and press statements; AND
  2. able to better use Social Media to advance greater and more instant contact with citizens.

2.3       Training is expected to commence on Tuesday 18 September 2012 and end on Thursday the 20 September 2012.

 

2.4       The duration of the workshop will be divided as follows:

  • 18 September 2012 from 08:30 – 16:00
  • 19 September 2012 from 08:30 – 16:00
  • 20 September 2012 from 08:30 – 14:00

 

 

2.5       The content of the training must focus on:

  • Social Media: Using social media to extend government’s reach! Practical presentation required!
  • Writing for Media: practical exercise based training on writing and structuring of press statements and news articles. This must include two practical exercises!

 

2.6       The quotation should include the facilitation and material costs (if any) and should not exceed a budget of R150 000.

 

2.7      Projected costs must include accommodation and meals for the facilitator/s for the duration of the workshop. Travelling to and from the venue will be at the expense of the service provider.

 

2.8       In addition to the meals, the GCIS will provide the following:

  • Venue and breakaway rooms.
  • White board and flip chart.
  • Data projector.
  • Roving microphones.

 

3.         DELIVERABLES

The successful bidder will be required to:

3.1       Submit the proposal for the workshop, outlining in the proposal the content and methodology to be followed during the workshop.

 

3.2.      Provide attendees with power point presentations.

3.3       Enhance the skills of attendees through 2 practical writing exercises and provision of feedback on the completed exercises.

3.4       Issue attendees with feedback forms on levels of satisfaction and request for future training courses.

3.5.     Provide a close off report outlining possible future training needs.

3.6.      Issue attendees with accredited or industry recognized certificates!

4. TRACK RECORD

4.1 Provide proof of similar work done in the past three years.

4.2 Contactable referees

4.3 CV’s of the facilitators who will form part of the project team.

GCIS will assess the functionality of each proposal taking into account the following:

 

The proposal will be evaluated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) and Regulation (August 2001) on the basis of functionality and the 80/20 preference points system. A bidder that scores 70% or more for functionality will be shortlisted for the second phase. The service providers will further  be evaluated in terms of the 80/20 preference point system,  where 80 points will be price only and the 20 points BBBEE Level of Contribution.  A bid will be disqualified if it fails to meet 70 % for functionality.

7          Adjudication panel and procedure

 

(i)   GCIS will use its prerogative whether the short-listed bidders should do a brief presentation of their proposals or not.

 

(ii) Should this be the case, the same evaluation criteria as indicated in par 5 and 6 above will apply.
