Training Contract

Hi all,
I am in search of some sort of an acknowledgement "contract" or training contract...
Purpose of which is that we are planning to send unemployed people on a specific training that is practical and based on the outcome of training they will be employed to perform this specialist functions for example cutting leather for car seats.

Now I need to have some sort of document in place to ensure that they complete the training etc.

It can't be an employment contract as we will be supplying them with training but they won't necesarily be employed by us, but by our clients depending on what their results will be and if they meet competence levels.

does anyone have some sort of a template available that i could utilise?
