Thanks for sharing these Sylvia. I have two main concerns related to the long-term impact.
1. Potential conflict of interest
The SETAs will be responsible for the External Integrated Summative Assessment (EISA) as the Assessment Quality Partner (AQP). There are two things to be noted by members here. The first is a potential conflict of…[Read more] -

Marlie Spencer replied to the topic Gazetted Confirmation of extension of Mandatory Grant submission date in the forum Skills Development Facilitators 2 years, 8 months ago
Hi Sylvia,
We are greatly relieved that this was gazetted. An opinion obtained from the Auditor General indicated to us that we could only give a blanket extension when gazetted.
Just want to point out that clause 4(8) of the regulation still applies. Employers may apply for a further one month extension beyond the revised date if necessary. In…[Read more] -

Hi Sylvia,
The Regulations section 4(8) states:
A SETA Accounting Authority may grant an extension up to a maximum period of one month from the date contemplated in sub-regulation (2) for late submission of an application for a mandatory grant subject to a written request by a levy paying employer.I’m not sure on what basis the other SETAs…[Read more]

Marlie Spencer replied to the topic DHET SETA – coronavirus guidelines in the forum Skills Development Facilitators 2 years, 10 months ago
Hi Sylvia,
I can confirm that we as SETAs received the document last week for comment and input. The final document hasn’t been made available as of yet. Some of the SETAs, like FoodBev, are waiting for the final document before extending the deadline, otherwise we will be in contravention of the regulations. Application for extension is however…[Read more]

Marlie Spencer replied to the topic Revised OQSF now available in the forum
Concerned Providers Interest Group – QCTO/SAQA/SETA 2 years, 10 months ago
Hi Lynel,
Thank you for sharing. I am happy about the change in qualification titles as it will give a little more prestige to the new occupational qualifications. The fact that skills programmes will not be on the NQF is of slight concern but at least it will be credit-bearing, could lead to qualifications/part qualifications, and be subjected…[Read more] -
Marlie Spencer replied to the topic Global update BUSA litigation on DHET interpretation of Mandatory Grant % in the forum Skills Development Facilitators 2 years, 12 months ago
Hi Sylvia,
Indeed. The problem is that the SETAs are still left in a compromised position as budgets and targets for the next financial year has been finalized based on a 20% mandatory grant. This process commenced before the judgement in October. A percentage other than 20 will have an enormous impact on national skills development needs,…[Read more] -

Marlie Spencer replied to the topic Question: Original contracts for 18.2 WBLearning SETA Discretionary Grants in the forum Skills Development Facilitators 3 years, 3 months ago
Hi Sylvia,
The word ‘complete’ in section 21g actually refers to the requirement of reporting on the learner’s employment post completion of the learnership and not filling in of the agreement. Remember SETAs are now required to report on employment status 6 months post completion, which is a major challenge of course. I will see if I can get…[Read more]

Marlie Spencer replied to the topic Question: Original contracts for 18.2 WBLearning SETA Discretionary Grants in the forum Skills Development Facilitators 3 years, 4 months ago
Hi Sylvia,
Just a quick question, is there a specific SETA who requires an original employment contract?
The Regulations in section 21 (2) only requires that an original agreement should be available in hard copy when required. I don’t see any reference to the employment contract. In my understanding, the original employment contract would…[Read more]

Marlie Spencer replied to the topic Contributions requested for submission to Minister Pandor & DHET in the forum Skills Development Facilitators 4 years, 9 months ago
Hi Sylvia,
I can understand the frustration experienced by many SDFs in the challenges around submission this year. The major cause of all this was a technical fault which affected the service provider contracted to the majority of SETAs. It was not within their control and they worked day and night to resolve the problem. This will always…[Read more]

Marlie Spencer replied to the topic No Future for Short/Skills Programmes? How will this impact your business? in the forum
Concerned Providers Interest Group – QCTO/SAQA/SETA 5 years, 3 months ago
Hi Melanie,
The form you are referring to is for realignment, not for renewal. It is used by the QAPs to apply for realignment of the ‘old’ qualifications to curriculum-based qualifications. In other words, a unit standards-based qualification can be realigned to be modular and meet the requirements of having the three components (knowledge,…[Read more] -

Hi Judy,
It’s always good to get feedback from various stakeholders from different sectors, so thank you for that. Looking at your website (Braune Training) it seems that you operate predominantly in the W&R space (is that correct?). Could you give me the specifics around your example of the old NQF 4 / new NQF 5 qualification?

Concerned Providers Interest Group – QCTO/SAQA/SETA 5 years, 3 months ago
Hi Judy,
Your concerns regarding learnerships from an employer perspective are for the majority spot on. The only thing I would not agree with is that occupational qualifications are exactly perfect for learnerships, as it includes a compulsory work experience component of at minimum 20% of credits. It would actually be ideal if all…[Read more]

Hi Nigel,
I can only offer a personal opinion on your question. It would make sense to retain assessor and moderator registrations until the last date of achievement, otherwise a learner will not be able to successfully complete the programme. That being said, if all learners have completed the programme sooner than the last date of…[Read more]

Hi Lynel,
Short programmes will have to be built into occupational qualifications as part qualifications. The current part qualification concept document requires this to be at minimum 24 credits though. I know some work is currently being done by the QCTO on this matter, but have no idea what their thinking is. It seems however that they are…[Read more]

Hi Lynel
I believe the distribution of the circular was premature from the SETA. The QCTO presented three circulars at the QAP forum last week Thursday for discussion and input. Certain changes will be made and revised circulars will be issued. I can, however, confirm at this point that:
– 31 March 2018 will be the latest date by which a QAP…[Read more]
