Kate Sani replied to the topic Occupational Qualifications Sub-framework Policy (OQSF) gazetted in the forum Quality Council for Trades & Occupations (QCTO) 6 months ago
My understanding as per my reading of the SAQA Policy is:
“Registration Start Date” refers to the date on which the Qualification was registered by SAQA. It does not refer to learners.
“Registration End Date” refers to the date on which the Qualification expires.“Last Date for Enrolment” refers to learners – the last date on which a learner…[Read more]

Kate Sani replied to the topic Extend the period of a learnership beyond 12 months in the forum The Learnership Group 3 years, 8 months ago
Dear Jacobus,
Most SETAs do require the employer to make a formal extension request to them should the learnership run beyond the agreed time period. I recommend that you do this to be on the safe side.
However, it would be important to check what the Learnership contracts indicate in terms of this particular group you have. Most, if not all,…[Read more]

Kate Sani replied to the topic Host employer vs training provider in the forum Seeking Accreditation 3 years, 8 months ago
Dear Phethile,
From your post am I correct to understand that this host employer is not necessarily the employer of the people who will be enrolled on the learning programme, but they are contracted by another Company to facilitate (ie are the”middle man”) their skills development strategy? An understanding of this relationship is important in…[Read more]

Kate Sani replied to the topic Training Provider Not Paying in the forum Freelance Facilitators 3 years, 8 months ago
Dear Wonderboy,
Sylvia’s advice is 100%. Ensure the provider gives it in writing, in order that you have a formal document should you decide to go a legal route. I would also suggest that if you are still unhappy with the provider’s response / reasons, that you lodge a complaint with the QCTO and/or Department of Higher Education and Training on…[Read more] -

Kate Sani replied to the topic Can a learner change employers and proceed with a learnership? in the forum Vacancies & Seeking Practitioners for Contracts or Projects 4 years, 1 month ago
Dear Johann. The learner’s current employer needs to discuss this with the SETA. All learnerships are legislated, and there must be a learnership agreement signed between the learner, provider, employer and the SETA. If the employer on this agreement is no longer the employer, the learnership agreement terminates, and thus the learner is no longer…[Read more]

Kate Sani commented on the post, When does a qualification have depth? 4 years, 3 months ago
Hi Hannes and Des, I concur. Des’ observation about the adverts for assessors, etc puts me off the site – the adverts are just too overwhelming to scroll through until one finds an interesting discussion to contribute to. I also find the site design very confusing to navigate. Anyway, thank you Hannes for keeping the ‘fires burning’. I really…[Read more]

Kate Sani replied to the topic Is it mandatory to comply with Notional hours? in the forum Occupationally Directed Education, Training and Development Practices 4 years, 3 months ago
Dear Nigel and Des. Thank you for your valuable input. I believe the illuminating issue in regards to notional hours is that during the design phase of the qualification and associated unit standards, the hours were the first consideration (the time an average learner would need in order to attain competence taking into account the breadth, depth…[Read more]

Dear Members. Could members advise me on whether it is mandatory to comply with Notional hours when designing and implementing a credit bearing short course. I understand that “notional hours” is the average time for learning, but is this just a “nice to know” guide – to what extent should a learning programme have to comply to this, if at all? Thnx.

Members may be interested in the minutes of the Parliamentary Monitoring Group: SETA New Landscape (22 Aug 2018). The Minister does not seem that convinced about merging SETAs. I quote:

Kate Sani replied to the topic SETA landscape – proposed changes for comment in the forum Skills Development Facilitators 4 years, 4 months ago
Hi Nigel, your comment that some SETAs are reluctant to accept they are answerable to the QCTO certainly resonates. However, there have been times when concerns were raised with the QCTO about the under-capacity of SETAs and the detrimental effect this has on learners, but the QCTO refused to engage, and was very dismissive. So despite the various…[Read more]

Kate Sani replied to the topic National Minimum Wage rates for Learners on Learnerships in the forum Training Service Providers 4 years, 4 months ago
The learnership stipend is not a salary but its intention is to cover learner’s expenses such as travel and meals. Clause 5 of the NMWB states that the Minimum Wage “does not include the payment of allowances such
as transport, tool, food or accommodation allowances, payments in
kind (board or lodging), tips, bonuses and gifts”
It is thus my…[Read more] -
