I am not aware of any regulation or legislation governing stipends for internships. However, there is legislation governing stipends for learnerships. The amount allocated for stipends on learnerships is determined at a minimum by the NQF level of the qualification.

They cannot nullify the accreditation of private providers. However, they can de-prioritise the work of the private providers e.g. be very slow to evaluate programmes or learning results of private institutions; not provide funding directly to private providers etc.

This is intriguing. Can you upload the original “Call for Registration”. I wonder if this will provide an interim loophole for providers who want to operate as private colleges but who may not yet be accredited? They can apply as an AET and then add on programmes under Extension of Scope?

Oh for goodness sake. We will all be retired by the time the QCTO gets their Board in place. So frustrating because there is so much to be done, and now all the legacy qualifications and unit standards have been extended for a further two years. Definitely not ideal.

Our designation competency framework requires an underlying qualification to earn the designations. However, there is no existing underlying qualification for SDFs. Thanks Sylvia. Confusing for us, so it is very hard for people who do not work in the industry. I think your suggestion about how they format their changes is a good one. Not sure how simple to implement though, they will first have to write a policy 🙂

It is hard to imagine how it can take nearly three years to finalise the regulations which have a direct and significant impact on the way SETAs and employers manage one of the primary sources of funding and learning opportunities for young people. Then of course, there are the B-BBEE implications as well.

Hi Sylvia, well done for catching this. I have searched everywhere and must agree with you. The regulations don’t appear to have been gazetted. How does one follow up on these matters? Write to the Parliamentary Portfolio Committee?
