Did you see the increase of Occupational Qualifications over the past two weeks on the QCTO’s website? It was something like 380 and is currently standing on 553. Thanks for your posting.Yes, I believe that Lynel is correct in that it is not all qualifications, because there is a separate clause that indicates that the industry stakeholders could determine differently.

Simulated learning is most definitely not permitted for all Occupational Qualifications – it all depends if it is possible. For generic qualifications, it makes sense. Each Occupational Qualification, whether it is generic, complex/technical, a trade or a part-qualification – the Curriculum Document guides us and gives a clear indication…[Read more] -

My understanding would be as set out by John in the response above. However what does need urgent clarification is the issue of the 4 forms of qualification you quite rightly question above also.

You have now sparked a debate, which is so important. I did not look at the 1994 era at all. I tried to pick up from which year the stipulation/rule started with the 18-35, but I am not able to pick it up. I have looked at a number of gazetted going back to 1998-2003. There is a lot to think about! If it is learnerships, then the Employer is involved and will open the workplace, as it is part of the contract in order to exit the learners at the end.
