Hi Des,
Thanks for your posting.Yes, I believe that Lynel is correct in that it is not all qualifications, because there is a separate clause that indicates that the industry stakeholders could determine differently.
Now, that is not necessarily a straightforward question. It may potentially be a problem, because it depends upon who is making…[Read more]

Hi Des,
Simulated learning is most definitely not permitted for all Occupational Qualifications – it all depends if it is possible. For generic qualifications, it makes sense. Each Occupational Qualification, whether it is generic, complex/technical, a trade or a part-qualification – the Curriculum Document guides us and gives a clear indication…[Read more] -

Hi Sylvia
My understanding would be as set out by John in the response above. However what does need urgent clarification is the issue of the 4 forms of qualification you quite rightly question above also.
If simulated learning is permitted for all new OQSF qualifications then I perceive a real problem when it comes to practical application of…[Read more] -

Hi Sylvia,
You have now sparked a debate, which is so important. I did not look at the 1994 era at all. I tried to pick up from which year the stipulation/rule started with the 18-35, but I am not able to pick it up. I have looked at a number of gazetted going back to 1998-2003. No luck thus far.I will keep looking for when the age (youth)…[Read more]

Thank you Lynel – an interesting answer, and an excellent example.
I will pick up one paragraph that relates to my current research :-
” … there are many unemployed people out there. Unfortunately, a lot of them are over the 35 age mark, and cannot get the opportunity to enter into a learnership, as they are too old.”
If they are over 35,…[Read more]

Hi Sylvia,
There is a lot to think about! If it is learnerships, then the Employer is involved and will open the workplace, as it is part of the contract in order to exit the learners at the end.
The reality of many providers today, is to open up learning for learners that are not part of a learnership, this could be private learners without…[Read more]

Hi Lynel,
Overnight, I carried on thinking about what I had said and it made me think that there is something else that needs to be brought out in the implications of the change. When there is a Learning Programme that an employer hosts at their workplace, the learner signs an employment contract for the duration of that Learning Programme. The…[Read more]

Thanks Lynel for very useful practical comments. I like your idea of providers working together to create simulated workplaces. In all the tool-dominated, technical, & IT environments that will be possible.
It may lack the communication & political dynamics of a real workplace, but we need to make choices in this difficult economic environment -…[Read more]
