Skills-universe member Lynel Farrell has been doing sterling work, clarifying the requirements of Quality Council for Trades & Occupations (QCTO), and South African Qualifications Authority (SAQA) procedures.

Please see the attached QCTO document from 2017, which sets out the requirements for quality assurance of qualifications on the Occupational Qualifications Sub-Framework (OQSF).

As background – there are three quality councils for assuring quality of qualifications, registered on the National Qualifications Framework (NQF):

Umalusi – covers what we know as schooling,
QCTO – for the world of work occupational qualifications, and the
Council for Higher Education (CHE) – the universities and HE colleges.

The qualifications covered by all three quality councils are registered by SAQA on the NQF.

The QCTO is responsible for quality assurance of the occupational qualifications, and has delegated part of the responsibility to the SETA departments, previously called the ETQA department, who are now fulfilling Quality Assurance Partner (QAP) or Assessment Quality Partner (AQP) roles.

Collectively all known as the Acronym soup.

    Please see attached document.
