For those members who do not receive the South African Qualifications Authority (SAQA) newsletter, today’s letter contains the very sad news that SAQA will be forced to reduce their staff complement.

Subject: SAQA decision: Re-registration and deregistration of historical qualifications
The registration status of the historical qualifications allocated to the Occupational Qualifications Sub-Framework (OQSF) refers.
In the past weeks we have been engaging the South African Qualifications Authority (SAQA) and the Quality Council for Trades and Occupations (QCTO) to clarify the status of the historical qualifications located within the OQSF, and to seek the re-registration of the qualifications within the scope of the SABPP. We have been formally informed that the SAQA Board has recently approved the decision to deregister the 230 Higher Education Qualifications Sub-Framework (HEQSF) qualifications that had been allocated to the OQSF. These include qualifications within the scope of the SABPP.
This means that the qualifications will not be re-registered by SAQA and, therefore, the registration period will not be extended. The last date for the registration of new learners for some of these qualifications is 31 July 2021 where learners have been previously enrolled for the qualification on the SAQA NLRD, and 31 July 2020 where no learners were enrolled on the NLRD. The table below provides the list of those affected qualifications with end of registration dates in 2020 and 2021 that are within the scope of the SABPP:

In the engagement with SAQA we clarified and corrected the end of registration date for the National Diploma: Human Resources Management and Practices. SAQA has amended the date on their webpage from 31 July 2020 to 31 July 2021 as indicated in the table above and in accordance with the SAQA Board decision.
The re-registration and deregistration of historical qualifications by SAQA is informed in part by Section 27 of the amended Policy and Criteria for the Registration of Qualifications and Part-qualifications on the NQF; Section 13(1)(h) of the NQF Act; and Government Gazette 40123 of 2016.
We will share with you any further information we do receive from SAQA and QCTO regarding the historical qualifications.

I have a question & a comment.
Mention of the NLRD as the evidence for a decision, makes the hair stand up on the back of my neck, as we know full well that the accuracy – in terms of completeness – is suspect.
The question then is:
– looking at the SABPP HR related qualifications, that are now de-registered – is there some cross tabulation of the qualifications that have replaced them?
