    Good day everyone, due to various requests, I will be posting “tips” and information about the DHET application for registration, to assist Accredited Providers (Skills Development Providers) to have a better understanding of the process.

    DHET application for registration: Tip 1
    A Provider (SDP) can only apply for registration with the DHET, if the provider has a valid and current accreditation letter with any of the SETAs and/or QCTO. A provider cannot apply for registration with the DHET without the required proof of accreditation.

    DHET application for registration: Tip 2

    In order to obtain the application form and guidelines from the DHET’s website:

    1. Go to http://www.dhet.gov.za
    2. Click on Resources
    3. Then Click on Forms
    4. Scroll down to Forms 2008, click on the 3rd and 4th pdf documents: Application form for the Registration of Private FET College (Form FPX-01) and Guide for completing the Application for Registration as a Private Further Education and Training College (FPX-01)

    DHET application for registration: Tip 3

    In order to see whether you/your organisation as an Accredited Provider (SDP) or your competitor have made the published list of Applicants, which the DHET updates and publish on a monthly basis, here is how you get to the published list of applicants:

    1. Go to http://www.dhet.gov.za
    2. Click on Resources
    3. Then click on Registers
    4. The first register is the list of applicants in alphabetical order (List of Skills Development Providers (Applicants) 27 May 2019 – this is the list of Accredited Providers whom have submitted their application for registration to the DHET: Private Colleges Department.

    DHET application for registration: Tip 4

    When compiling your application for registration with the DHET, ensure that all your documents are in the name of your legally registered name as per CIPC (do not use your “trading as” name). If you are in the process of changing your legal registered name – make the changes first, before you start the process of compiling your application for registration with DHET (avoid double work, double application fees). Ensure that your Accreditation and Learning Programme approval letters from Seta(s) are in your legal registered name (not trading name).

    DHET application for registration: Tip 5

    The DHET application for registration form FPX-01 requires the provider to submit supporting documents with the application form. Any copied document, must be certified by a Police Commissioner of Oath (as per the DHET Guidelines).

    DHET application for registration: Tip 6

    No application for registration to the DHET will be accepted in electronic format. Hard copy only. The application and supporting documents must be delivered to DHET Private Colleges Department, 123 Francis Baard Street, Pretoria, Gauteng. Ensure you have a proof of delivery receipt that can be signed by the DHET staff member as RECEIVED.

    DHET application for registration: Tip 7

    Your application for registration must have the following document ring-binded: Completed Application Form FPX-01, Proof of R500.00 paid to the DHET (this is the application fee to the DHET which is non-refundable), Then the following annexures (supporting documents are required):

    a) Annual Financial Statement
    b) Business Plan
    c) Financial Surety
    d) CIPC registration documents
    e) Health and Safety Certificate and Inspection/Audit Report
    f) SARS Tax Clearance Certificate
    g) SETA/QCTO Accreditation letter(s) – if you are accredited with more than one SETA, then submit all your accreditation and learning programme approval letters
    h) Prospectus OR Brochure OR Company Profile
    i) Learner Registration/Enrolment Template

    DHET application for registration: Tip 8

    Annexure A: The first supporting document (after the completed application form FPX-01) will be your Annual Financial Statement (ensure that they are signed) if this is a copy then you need to certify your Annual Financial Statement first by a Police Commissioner of Oath (as per the DHET guidelines).

    DHET application for registration: Tip 9

    Annexure B: The second supporting document is your business plan. This document includes your mission, vision, values, executive summary, scope of operations, organogram, learning programmes you offer, market research, target market, SWOT analysis and your success factors (this is the minimum requirements of the business plan).

    DHET application for registration: Tip 10

    Annexure C: The third supporting document is your Financial Surety/Guarantee. This document is required if the provider is taking cash upfront from learners. The most difficult requirement of the whole application, is to source the correct financial guarantee either from your financial institution or from an Insurance Company that is registered with the FSB (NOTE: be careful of scams here, do your homework). Should the Provider NOT take cash upfront from learners, but obtain purchase orders from Employers, or sign contracts such as funded Learnerships and skills programs, then the Provider may request for exemption (motivate and include supporting documents).

    DHET application for registration: Tip 11

    Annexure D: The fourth supporting document is your company registration documents with CIPC (remember that CIPRO doesn’t exist anymore). If you are a Pty Ltd, then you need to also include your Memorandum of Incorporation. These documents can all be obtained through the cipc website.

    DHET application for registration: Tip 12

    Annexure E: The fifth supporting document is your Health and Safety Certificate and Inspection/Audit Report (must be signed off by the health and safety inspection officer). Remember that a Health and Safety Certificate and Report is valid for 12 months.

    DHET application for registration: Tip 13

    Annexure F: The sixth supporting document is your SARS Tax Clearance Certificate: Good Standing which is obtained from the SARS E-Filing system. Please ensure that you print this document in full color as per the system file that is given to you or your accountant. It is best to also include your SARS Tax Compliance Status PIN document (also obtained from the SARS E-Filing system). The DHET will use the Compliance Status PIN to validate that your SARS Tax Clearance is true.

    DHET application for registration: Tip 14

    Annexure G: The seventh supporting document(s) is your proof of accreditation. This is either with SETA(s) and/or QCTO. Include your Accreditation Letter as well as all Programme Approval letters from the other SETAs that you have. The accreditation letter states your legal registered name, start and end date of accreditation as well as the learning programmes that you are approved for. These documents must be valid and your status must still be current. Should your accreditation and scope letter(s) be in your trading name, please request the SETA to correct these documents.

    DHET application for registration: Tip 15

    Annexure H: The eight supporting document is your marketing material: Prospectus or your Brochure or your Company Profile. Only one of these documents are required (not all three). This is a true reflection of who you are and what you are offering. Print this in color, as if you are sending your information to a client, whom area interested in placing some of their staff on an accredited programme. Although we all want to impress the DHET, don’t add logo’s go your marketing material if you don’t have permission to do so (in writing).

    DHET application for registration: Tip 16

    Annexure I: The ninth and final supporting document is your Learner Enrolment/Registration Template that is used. This document is completed by the learner. Your details and information is also clearly indicated on this template, unless you are using a SETA Learner Information Template. If this is the case, then you submit the SETA Learner information template.

    DHET application for registration: Tip 17

    Now that we have gone through each supporting document, you should be able to compile your application for registration with ease. Remember to ring-bind your application. Print all your documents in full color (remember you are also presenting your company here, be proud of your application file, place inserts in your file, mark each supporting document clearly). Your application must reach the DHET: Private College Department, 123 Francis Baard Street, Pretoria. Don’t forget to print your own received/delivery receipt, which the DHET evaluator/administrator will sign and date stamp. Once submitted to the DHET, you should get an email from the DHET (2-4 weeks turnaround time) which will be your letter of acknowledgement.

    DHET application for registration: Tip 18 of 18

    Once you have received the DHET Letter of Acknowledgement, your company name will be listed on the DHET’s List of Skills Development Providers (applicant) list, which is in the public domain. The evaluation at this stage is extremely slow, with a lot of delays. Your main goal, is to have your name listed in the public domain, and having the letter of acknowledgement.
