Skills Development Committee - Advice on Establishment/Documention

I need to start the SDC at our company alongside the EE committee.
I am the training manager currently.

I have our WSP, TNA analysis (Feedback forms from questionnaires) and ATRs from previous years.

My Questions are:
What would be the best way to present the training path to committee members? (I am working on a viso layout per role type in our organization to make it easier to follow than excel)
How do I inform and then get accurate feedback from the committee members without making all the decisions myself. (As per SDC Guidelines SDF is to only present the info, members are to suggest the remedial actions)
I am also creating a presentation on Why,What,Benefit,Penalty of the SDF/SDL/Internships and what we can claim back as well as skills growth in the organization.

Any advice from those who have established this committee before would be much appreciated.
