The Quality Council for Trades and Occupations has issued the FLC Circular 1 of 2019, which is a clarification on the status of the Foundational Learning Competence (FLC), which is the requirement for achievement of Occupational Qualifications.
FLC is also registered as a part qualification at level 2 on the National Qualifications Framework (NQF).
Occupational qualifications relate to the world of work, and the intention is that all learners, who achieve occupational qualifications, will have a competence in English language (which is seen as the language of the workplace), and secondly, have a level of mathematical competence to function in the workplace.
Depending upon what the learner has already achieved, the learner may be able to be exempted from the FLC requirement.
- a Grade 12 National Senior Certificate (NSC) Mathematics and English;
- a Senior Certificate (SC) Mathematics and English; or
- a National Certificate (Vocational) (NC(V)) Mathematics and English.

Would someone kindly advise whether a learner who obtained SC or NSC , but did not pass Maths/Maths Literacy, is deemed eligible for the Occupational Qualification.
In essence, the learner has obtained the Level 4 qualification and having done Maths/Maths Literacy but not having passed it at Grade 12.

I have sent a mail to the QCTO, requesting clarity on a few issues that are still unclear.These are below and as soon as I have received feedback I will post.
The 2 points below are not addressed in the circular but appear in the curriculum framework document. Are these still applicable?
1. Page 10 FLC curriculum framework Point d.
All learners that have done the fundamentals of the legacy qualifications and have proof of being found competent in them should be exempted from the FLC.
2. Page 10 FLC curriculum framework Point e.
All learners that have done FLC and have proof of being found competent in it should be exempted from the fundamentals of legacy qualifications at NQF levels 2 and 3, should they wish to enrol for a legacy qualification which is still being rolled out.
Learners with Mathematics at Gr 12 level are exempt as per the circular. Does this include Mathematical literacy at Gr 12, or does this only refer to Mathematics?
