We have many new members, so please excuse me when I repeat my position. When I raise criticisms of our structures, or processes, it is not because I have a political agenda - I fully support our skills development agenda. I want us to succeed.
Why do I feel so strongly? Because I genuinely believe that we need to redress our history of exclusion from education and training.
So - the
National Learner Records Database (NLRD).
It is the structure that registers all learning achievements. All qualifications, part-qualifications, registered skills programmes that carry credits, and the old unit standards. If you have achieved any of those, then your name should be on the NLRD.
Sounds simple.
But - according to information that comes to me privately - apparently, not all learning achievements have been registered on NLRD as they should. There are a number of reasons:
* the training provider might not have uploaded results;
* but - now there is a new allegation made to me - that internally within the structures - records have not been correctly uploaded - and apparently, it is known within the structures that this is the case.
Why is it so important?
Because we are being told that qualifications will be ended - the criteria being used is
whether there are students on the programme.
You see the problem.
Using the NLRD to decide what should end because - it appears - there are no students on programmes - according to the NLRD.
But apparently - as I am informed -
THERE ARE STUDENTS ON PROGRAMMES SCHEDULED TO END/ENDED.
Therefore, we will be faced with incorrect decisions - with life time implications for learners - because errors on the system are not being brought to the surface.
Suggestion?
Please withhold all decisions on ending qualifications - until a national survey is done - to confirm who are currently on each programme scheduled to end, and who have completed the qualifications, but possibly not uploaded.
