Against the backdrop of rising levels of poverty, unemployment and underemployment, exacerbated by COVID 19, our government faces a myriad of pressing and urgent challenges. Some of the additional challenges include infrastructure health, environmental degradation, partnership between formal and informal businesses, business closures, economic issues, crime and safety etc. As government sets to tackle these issues, the Civil Engineering industry is challenged to evolve to keep abreast of national and global challenges and benchmarks.
To efficiently maintain quality outputs, the industry has been expected to deliver (sometimes without compromise) and introduce methods of job creation through appropriate design strategies, its associated specifications and effective implementation which is carefully monitored. Whilst service delivery remains an important mandate for job creation, governmental projects must look to enhance job creation through the process of such service delivery.
Labour Intensive Construction (LIC) has long been spoken about and has been frequently frowned upon for the perceived difficulties, constraints and significant challenges it presents. This includes worker unrest, poor productivity and high administrative demand when not implemented correctly etc. However, LIC is not an arbitrary process but rather it is carefully planned and implemented. If executed meticulously, it can achieve the expected results without compromising quality or cost. This can go a long way in mitigating the challenges the country is faced with.
Several government departments have introduced mandatory pre-requisites for the selection of designers and contractors which includes the completion of CETA registered LIC learning programmes. The industry must evolve to accept this mandatory change.
Naidu Consulting is offering LIC NQF 5 (Manage LIC Projects) and NQF 7 (Develop and Promote LIC Strategies) programmes to address in some way this evolution journey. These programmes have been carefully designed to empower people working within the built environment to adequately plan and implement LIC projects through meeting the Specific Outcomes of the relevant CETA Unit Standards.
Unit Standard 114913 will provide learners with an understanding of the framework for LIC and gain an ability to efficiently incorporate LIC into their design process flow.
Unit Standard 15162 will allow effective planning, implementation and management of projects which incorporate LIC during the tender and implementation stages.
