    The rapidly changing Skills Development Landscape

    Ensure your organisation is prepared

    South Africa’s so-called skills revolution – which critics feel has never really taken hold since it was launched 10 years ago – is due to be given much-needed impetus in the next few months.

    · The department is about to announce the board of the Quality Council for Trades and Occupations (QCTO) and the processes that will be followed to have it up and running by April next year;

    · In a related development, a draft of the third phase of the National Skills Development Strategy (NSDS3) – which will run from 2010 to 2015 – has been written up. The final version of the strategy is due to be made public in late October, but only after it has been circulated for public comment and input; and

    · The skills development section of the Department of Labour has been transferred to the newly created Department of Higher Education and Training.

    In terms of the underpinning legislation, the council will oversee development of a range of occupational qualifications that will carry the same intellectual weight as those offered by academic institutions. What’s more, these qualifications are designed specifically to meet the needs of the workplace.

    The QCTO has equal relevance to employers and skills development practitioners because NSDS3 has a stronger annual training reporting requirement than its predecessors in order for the impact of the strategy to be assessed. Training providers, too, should take heed since one of the key principles of the strategy is to “advance the quality and relevance of skills development delivery and assessment systems, particularly in respect of the Occupational Qualifications sub-Framework”.

    If anything, the establishment of the QCTO will make life a lot easier and more meaningful for skills development practitioners.
