The Minister of Higher Education and Training – our Dr Naledi Pandor – has published a draft bill for comment.
The intention of the proposed legislation is to provide:
a Central Application Service for the public post-school education sector providing a central application service for all public post-school education and training institutions;
the object and functions of the Central Application Service;
the manner in which it is to be managed and governed; and
