Cape Town - strong new penalties for cellphone use in cars

Cape Town drivers who do not have a hands-free kit - or who may be caught texting while driving will have massive new fines.   The Cape Times reports that they will be fined R5,000 and also have their cellphone confiscated for a day.

These fines have been introduced in a provincial by-law that is intended to support the campaign to reduce road accidents by half by 2014.  The report indicates that the confiscated cellphones will be available for collection after 24 hours from the Gallows Hill traffic centre in Green Point.

The Safety and Security mayoral committee member JP Smith is reported to have indicated that Cape Town is the only city where road deaths were decreasing.

Ironically, what the Safety and Security committee member does not make clear is what the implications will be if residents in any type of danger are unable to call for assistance because their cellphone has been confiscated.
