Chief Operations Officer appointed to head admin and corporate services in the Presidency

The Presidency has appointed Dr Batandwa Siswana, an expert in public finance and governance, as Chief Operations Officer with effect from 1 September 2011.

He will be the overall head of administration and corporate services in the Presidency with responsibilities that include strategic planning processes and financial management. He will also play the role of Deputy Secretary of Cabinet, assisting the Director-General and Secretary of Cabinet, Dr Cassius Lubisi.

Dr Siswana is currently special advisor on governance to the President on secondment from the Development Bank of Southern Africa (DBSA).  His current responsibilities are to advise on improving departmental processes and systems, Cabinet processes as well as monitoring and evaluation.

Dr Siswana has worked with both the private and public sectors. He has previously worked for the Department of Cooperative Governance, responsible for the National Programme called Operation Clean Audit. Whilst working there, he also provided technical advice on intergovernmental fiscal relations in South Africa and broader fiscal governance issues, including budgeting and planning.

He has also worked in amongst others, the Office of the Public Service Commission, focusing on Risk Management, Monitoring and Evaluation. His responsibilities included assessing risks in the public service and assisting in conducting research on Public sector risk management.

Dr Siswana has a PhD in Public Affairs from the University of Pretoria, specialising in public finance, a Bachelor of Administration from the University of the Western Cape, majoring in Industrial Psychology and Public Administration and a degree of Master of Public Administration (MPA) from the University of the Western Cape, specialising in public policy and management.
