I have what might be a really stupid question.  The ‘Grants Criteria and Guidelines‘ inter alia states – that applicants who are “… not up-to-date with their Skills Development Levy payment“.  The employer where I worked up to 2011 had Public Service Employees on it’s payroll.  Although we had a WSP for the entity we were exempt from contributing.  The Skills Development Levies Act states that “The levy is not payable by any public service employer in the national or provincial sphere of government”

Soooo how can any public service entity apply for these grants?  Apologies if it’s a stupid question.
