The provisions of the latest proclamation 56 transfers all power and functions related to Skills Development from the Minister of Labour to the Minister of Higher Education. In addition everything to do with Skills Development Levies will also fall under the Minister.

This proclamation and the responsibilities of the Minister will also have an impact on other proposed changes as the QCTO will now fall under the Minister of Higher Education and no longer the Department of Labour.

The proclamation was published on the 4th of July and will come into effect on the 1st of November.

    Hi Eva,
Yes, I agree – the Department of Labour will still be responsible for the employment services & Productivity SA. It’ll also give them a chance to focus on health and safety which will be good.
I’ll write up a summary so that everyone doesn’t have to go through all the sections of the Act.

    Hi Moira,
Yes, I’m pretty sure that to get where he’s got to, he must have broad shoulders & the courage to take difficult decisions 🙂
I’ll write up the changes in plain language to confirm what goes & what stays, because I’m sure everyone doesn’t want to wade through all the clauses & sections, & sub-sections!
