I would strongly suggest you have a look at the Dept of Labour docs about managing apprencticeships and then contact the QCTO. the qualifications you are looking at are some of the already published ones form the QCTO. the Gov docs will provide you with the requirements in terms of physical resources (which are quite substantial). the other option is to partner with an FET.
I can personally recommend Olifantsfontein Building & Training based in Silverton. They have good facilities and training is done very professionally.
