I think that the majority of the problem stems from focussing on Assessor and Moderator registrations and not looking at the higher levels of ETD Practitioner in the QA process. Originally there was a set of 4 unit standards under ETDP that covered Assessor, Moderator, Verifier and Evaluator. Since that time, the assessor and moderator unit standards have changed, the verifier unit standard was allowed to end and the evaluator unit standard stays as it was. To date, while Assessor and Moderator registrations try to reflect the requirements of the relevant unit standard, there seems to be no real initiative to apply similar registration criteria to the upper levels of ETD Practitioner.
I completed the Verifier programme while it was still valid in 2005, and the Evaluator programme back in 2007, using an actual exercise with a provider that was needing assisstance with achieving accreditation. I am well aware of the shortcomings of ETQA Practitioners in terms of these programmes, and it has given me some insight into what providers need in these processes. While it has taken some time, there is a market for these services and it is the one thing that I can be thankful to an ETQA for.
I dont believe you have made the wrong choice, as long as you believe that you can be successful. In terms of making systems work, it is clear that it is up to the participants, and not the ETQA's, to apply the correct procedures and methods. What you are doing is preparing yourself to do just this. Give me a shout if you need anything.
