Well yes if it is a unit standard that you are developing the materials against.  If you are not developing materials against a unit standard then you have to meet with the customer and do a thorough needs analysis and spec the course outline with the customer and ensure that they are happy with what you understand their requirements to be and then you develop your material according to the needs of the customer.  It may require quite a bit of research before development as they may want the materials to meet the current industry needs for a particular task and perhaps there is no unit standard you could use as a guide and perhaps you are the first to develop material for that particular niche market - so really is dependent on very thorough needs analysis and specifying session with the customer.  You then interpret their needs into developer 'speak' and ensure that the outline and outcomes you have come to match those of the client before you start to develop.  Hope that helps.  Col justsolsd@mweb.co.za
