Grants approved based on equal opportunity for Providers

So tomorrow is D day for most SETA Grant applications to be submitted. It is well known that funds are approved based on strict criteria particularly race age and sex of learners. A phenomonen that seems to be creeping in is the "Alpha Providers" that are developing a monopoly status within a SETA to the point of moth balling smaller providers.
