Thank you for explaining your question further. I agree Assessors and Moderators should not allow themselves to be "used" for the training service provider to obtain accreditation & not use you, that is something that could be reported to the Seta who accredited them, as it seems to me to be fraudulent.
If approached in future, I would suggest that you only agree if they sign a contract with you to provide you with the work & the rates you will charge, etc. If they don't provide any work & you know that they are training, you could sue them for breach of contract - or at the very least report them to the Seta.
