Unlicenced Trackless Mobile Machines (TMM) training providers.........discuss please

Hi , I come from a mining background and have experience working with the following two Seta... namely MQA and Merseta .... in fact back in the day 1998 I built a training centre in Maputo and got full "metal industries " now mertseta accreditation for my engineering training centre.

For the past 16 years its been mainly MQA...... an I have kinda got used to their quality systems.

The MQA like all organisations have their own issues ..... but as a mine or training provider you simply keep to the rules ... or face the consequences ....

Lately we have been getting contractors on to the mine .... whom have to provide services .... to drive any mobile machine (TMM) , you have top be medically fit , Red Card , Pass Vienna DOVER, have a school qualification equivalent to Nqf 2 , drivers licence EC and provide proof that you have passed a competency assessment with an accredited training provider..... Now the "accredited training provider " is where the problem comes in...... for the mine its easy ....... all I accept is a vendor whom is MQA accredited and whom has site verification ..... Meaning if a vendor phones or wants to do training I simply ask..... please send me your MQA accreditation letter ..........This normally puts the situation at ease as DOL, CETA , TETA , Services Seta etc vendors ..... normally do not even try for scope extension as it takes tooooo long and the checks and balances does not warrant the effort for most of them....

Getting back to the contractors ..... They hire machines from companies with competent drivers ...  we have found that most of these competent drivers with non MQA certificates have been issued with SETA A registered companies issuing SETA B unit standard qualifications.

Then greed takes over ... on the certificates ..... not only does it not have the relevant Seta accreditation number but the unit standard has an "expiry " date eg the certificate is only valid for two years ....... etc

This is when the poor contractor has to stop work ..... wait for us to find him an accredited training provider .....

Its Sad ...... The sooner lifting / forklift training providers start to realize that they are playing with peoples lives the better ...... The Front end loaders  and trucks used outside mining are simply not on the same size ...... 10 ton rigid ton truck license ....... is not the same as a 100 ton ridged license ..... a small bull dozer / Excavator ..... not the same as what we use on mines... some vendors even pass TLB's off as Excavators .... a 5 Day certificate .... cannot and will not be equal to a MQA skills programme.....

The request is simple ... to all the TMM training providers .... please do not put yourself at risk by swimming in the sea if you are not fully equipped to meet the standards set ... Not only are you putting the trainees at risk , but in the event of an incident the DMR WILL COME DOWN HARD ON THE MINE ...... then the Mine will relentlessly prosecute you civil and criminally .....
