Dr Raymond Patel is very well known within the skills development and tertiary education domains, holding an impressive CV. Formerly CEO of both the Manufacturing, Engineering, and Related Services Education and Training Authority (MerSETA) and the Chemical Industries Education and Training Authority (CHIETA), he was part of the Department of Education, served on the Board of the Council for Quality Assurance in General and Further Education and Training (Umalusi), and as chair of a university and TVET college.

The general public will be aware that the University of Fort Hare has been plagued for some time by a series of fraud and corruption allegations.

Additionally, from inception, the skills development structures have continually been identified by the Auditor General in financial mismanagement, with various investigations identifying fraud and corruption.

Clearly, we have not managed to institute sufficient governance control over these critical education and training institutions, which process vast sums - intended for the education, training, and development of our population.
