Hi I know a moderator is paid for moderation only but I get more request from training providers to be a moderator / assessor as part of there accreditation process then they disappear "love you and leave you". Is it not "fair" to charge them a fee for your intellectual property to have become a assessor / moderator.

Quite a few other comments on this around Skills Universe. There are many Providers who are using registered Assessors and Moderators to get their accreditation, and then doing whatever they please. It is an unethical practice and you should not be part of it. If any provider approaches you for Moderation / Assessment purposes, tell them they must sign a contract / MoU / SLA in which the dates of moderation / assessment are scheduled, a standard payment rate is included and include a clause that requires them to pay a nuisance fee should the scheduled dates not be met, within reason. The genuine providers will comply, the ungodly will never be heard from again.
